Matthew T. Mangara, 35, of Godfrey, died after an early-morning rollover crash in an active construction zone on West Delmar Avenue, according to reporting published October 6.

What happened in the Godfrey crash?

The collision occurred at about 1:47 a.m. on September 20 near West Homer M. Adams Parkway. Authorities reported that a 1999 Oldsmobile Bravada was traveling east at high speed when it struck a concrete barrier in an active roundabout construction zone and overturned. Mangara, a passenger, died. The driver was hospitalized with head and other injuries and was later reported stable.

The crash remains under investigation. Public reporting has not identified the driver or announced criminal charges.

Investigators sought blood and vehicle data

According to court-record reporting by The Telegraph, investigators obtained a warrant for a blood draw after the driver declined voluntary blood and urine testing. The same reporting says a deputy found an open beer bottle and investigators later sought data from the SUV’s computer systems.

These reported investigative steps are not findings of impairment, fault, or civil liability. Toxicology results, reconstruction findings, and any charging decision have not been publicly reported.

Why evidence matters after a fatal work-zone crash

Fatal crash cases can depend on evidence that can change or disappear quickly. This may include vehicle event-data records, surveillance video, scene measurements, roadway and traffic-control records, witness accounts, dispatch records, toxicology evidence, and any documentation related to construction-zone design and barriers.

When a passenger is killed, the facts may require review of more than one potential source of responsibility. That can include the vehicle driver, vehicle owner, a business that served alcohol, or parties responsible for roadway or construction-zone conditions. Each case requires an evidence-based investigation. A crash report alone does not establish who is legally responsible.
